  1. Preheat the oven to 375 degrees F (190 degrees C).
  2. In a large bowl, combine the minced chicken, grated carrot, chopped onion, minced garlic, sesame oil, soy sauce, grated ginger, salt, and pepper.
  3. Take a cabbage leaf, add a spoonful of the chicken mixture in the center, and roll it up, tucking in the sides. Repeat with the remaining cabbage leaves and chicken mixture.
  4. Place the cabbage rolls seam-side down in a baking dish and bake for 25-30 minutes, or until the chicken is cooked through and the cabbage is tender.
  5. While the cabbage rolls are baking, prepare the dipping sauce by combining all the ingredients in a small bowl.
  6. Serve the cabbage rolls hot with the sesame soy dipping sauce.
