Rescission

 - Legislation enacted by Congress canceling the availability of budgetary resources previously provided by law. The President may also propose rescissions whenever the President determines that all or part of any budget authority will not be needed to carry out the full objectives or scope of programs for which the authority was provided. Rescissions may also be proposed for fiscal policy or other reasons. Resources that are proposed by the President for rescission may be withheld from obligation for up to 45 calendar days of continuous session of the Congress (excluding an adjournment of more than 3 days on which either house is not in session) pending congressional action on the proposal. Rescissions can either be temporary or permanent.
