Not replaceable with free media because (WP:NFCC#1)	I made exhaustive searches but they almost always yield photos of his collaborator, H. Jack Geiger, and this is in fact the only photo of him I found, used in a variety of sources. He participated in events at the White House during the Johnson Administration but the LBJ library has digitized 30% of their holdings and so far only written records, no photos of Gibson. Meanwhile he’s not quite old enough for photos to have passed into the public domain.
Minimal use (WP:NFCC#3)	It will only be used once in the infobox of the entry for which it identifies the subject, and is so low-res it is not useful for any other purpose but basic identification.
Respect for commercial opportunities (WP:NFCC#2)	This has already been used in a number of places and the best version I could find was still so low-res it’s barely acceptable for Wikipedia—it is unsuitable for commercial reproduction and that would require finding the original.
