Hines is dead and has been dead since 1959 and presumably will remain dead for the foreseeable future
Re "have you considered if there might be an older photograph that has fallen in the public domain?" I considered it but haven't found one. Mature photos of Hines would be ~1900+ (he was twenty then) and there'd be no guarantee the photographer was dead by 1929, so PD photo are unlikely |

It's a poor image -- small, fuzzy, and even with some artifacts (faint lines). Many much better, professional photos of Hines are extant. Can't really see any significant commercial opportunity here. |
