As the photo was taken more than 70 years ago and is in the public domain, the subject died 59 years ago and the image may be copyrighted as per Copyright Act of Ghana. However usage is permitted under "fair use" for educational and non-commercial purposes
The photo will be used on the article page of the subject of the image i.e. "his image will be shown as a primary means of visual identification at the top of the article dedicated to the person in question."
This photo was meant for only a portrait for the purposes of depicting a high-profile religious leader. I believe the owner and the family of the subject have never commercialized the image.
