No photo-portraits sufficient for visual identification are under free licenses yet. File:Belajev cropped.jpg is too low quality to sufficiently represent such an important person, and copyright law about postage stamps and postage covers is strange (in such that Russian postage stamps are considered "public domain", but do not permit certain modifications defined by Wikimedia's 4 Freedoms, etc). In addition, such postage stamps are too low quality to provide sufficient visual representation, and cannot be cropped.
Please add a detailed non-free use rationale for each article the image is used in, which must also declare compliance with the other parts of the non-free content criteria, as well as the source of the work and copyright information.
This tag should only be used for biographical images, typically those used to identify the subject.
