The Blue Cross Blue Shield Association (BCBSA) is a federation of 35 separate United States health insurance organizations and companies, providing health insurance to over 106 million Americans. The association is headquartered in Chicago, Illinois.

The origins of the Blue Cross Blue Shield Association date back to 1929, when Justin Ford Kimball developed a health insurance plan for teachers at Baylor University in Dallas, Texas. This plan became the model for Blue Cross organizations. Blue Shield plans were developed in the 1930s to cover physician services. In 1982, the Blue Cross and Blue Shield organizations merged to form the Blue Cross Blue Shield Association.

The BCBSA is a federation of 35 independent, community-based and locally operated Blue Cross Blue Shield companies. These companies are licensed by the BCBSA to offer health insurance in specific regions. Each company operates independently, but they collectively provide health insurance coverage to one in three Americans.
