ARC21 is a waste management partnership in Northern Ireland, established to manage waste in a sustainable and environmentally friendly manner. The partnership consists of six local councils: Antrim and Newtownabbey Borough Council, Ards and North Down Borough Council, Belfast City Council, Lisburn and Castlereagh City Council, Mid and East Antrim Borough Council, and Newry, Mourne and Down District Council.

ARC21 was formed in 2009 with the aim of developing and implementing a regional waste management plan for the participating councils. The partnership was established in response to the increasing challenges posed by waste management and the need for a coordinated approach to address these issues.

The main objectives of ARC21 are:
