ATA Carnet is an international customs document that permits the tax-free and duty-free temporary export and import of goods for up to one year. It is also known as the "Merchandise Passport" or the "Passport for Goods". The ATA Carnet system is used by business travelers, trade show exhibitors, and companies engaged in international commerce to simplify the customs procedures for the temporary importation of various goods. The system is overseen by the World Customs Organization (WCO) and is implemented by the national customs authorities in participating countries.

Overview[edit | edit source]

The ATA Carnet system allows for the temporary importation of goods such as commercial samples, professional equipment, and goods for exhibitions and fairs without the need to pay duties and taxes. The system covers more than 75 countries and territories, facilitating international business by reducing the time and cost associated with importing goods temporarily.

Functioning[edit | edit source]

An ATA Carnet is issued by a national guaranteeing association, which is affiliated with the International Chamber of Commerce (ICC) through its World Chambers Federation. The Carnet contains different vouchers for each country of transit or visit, which are presented upon entering and leaving the country. This eliminates the need to complete national customs forms and post security deposits in each country.

Benefits[edit | edit source]

The primary benefits of using an ATA Carnet include:

  • Simplification of customs procedures
  • Reduction in costs associated with temporary imports
  • Elimination of the need to pay import duties and taxes
  • Facilitation of multiple entries and exits in participating countries

Eligible Goods[edit | edit source]

Goods that can be covered by an ATA Carnet include:

  • Commercial samples
  • Professional equipment
  • Goods for presentation or use at trade fairs, shows, exhibitions, and similar events

Limitations[edit | edit source]

It is important to note that the ATA Carnet system does not apply to consumable or disposable items, goods for repair or processing, or goods intended for sale.

Participating Countries[edit | edit source]

The ATA Carnet system is recognized in over 75 countries and territories around the world. Each participating country has its own guaranteeing association responsible for issuing Carnets and ensuring compliance with the system's regulations.

Application Process[edit | edit source]

To obtain an ATA Carnet, an applicant must submit a completed application form to the national guaranteeing association, along with a list of the goods to be covered and the countries to be visited. The applicant must also provide a security deposit or guarantee, which varies depending on the value of the goods and the countries involved.

Conclusion[edit | edit source]

The ATA Carnet system plays a crucial role in facilitating international trade and commerce by simplifying the customs process for temporary imports. By reducing the time and costs associated with importing goods temporarily, the system supports businesses in expanding their global reach and participating in international events.
