Celalettin Muhtar Özden was born in 1865 in the Ottoman Empire. He pursued his early education in Istanbul, where he developed an interest in medicine. Özden went on to study at the Imperial School of Medicine in Istanbul, graduating with distinction. His academic excellence earned him a scholarship to further his studies in Europe.

After completing his education, Özden returned to the Ottoman Empire and began his career as a dermatologist.
