Chen Chao-long was born on 15 June 1950 in Taiwan. He pursued his medical education at the National Taiwan University, where he earned his medical degree. He later specialized in surgery and furthered his training in liver transplantation.

Chen Chao-long began his career as a surgeon at the Chang Gung Memorial Hospital, one of the leading medical institutions in Taiwan.
