The Commission on Higher Education (CHED; Filipino: Komisyon sa Lalong Mataas na Edukasyon) is a government agency under the Office of the President of the Philippines responsible for overseeing and regulating higher education institutions in the Philippines. It was established on May 18, 1994, through Republic Act No. 7722, also known as the "Higher Education Act of 1994."

The creation of CHED was part of a broad agenda to reform the Philippine education system. Prior to its establishment, higher education was under the jurisdiction of the Department of Education, Culture and Sports (DECS), now known as the Department of Education (DepEd). The separation aimed to provide focused attention and resources to the higher education sector.
Functions[edit | edit source]
CHED is tasked with promoting relevant and quality higher education, ensuring that institutions of higher learning meet the standards of quality and excellence, and helping them achieve international competitiveness. Its functions include:
- Formulating and recommending development plans, policies, priorities, and programs on higher education.
- Setting minimum standards for programs and institutions of higher learning.
- Monitoring and evaluating the performance of programs and institutions.
- Identifying, supporting, and developing potential centers of excellence in higher education.
- Rationalizing programs and institutions to ensure that they are aligned with national development goals.
Organizational Structure[edit | edit source]
The Commission is composed of a Chairperson and four Commissioners, all of whom are appointed by the President of the Philippines. The Chairperson and Commissioners serve for a term of four years, which may be extended for another term.
Key Programs and Initiatives[edit | edit source]
CHED has launched several key programs and initiatives to enhance the quality of higher education in the Philippines, including:
- The K to 12 program, which aligns the Philippine education system with international standards.
- The Student Financial Assistance Programs (StuFAPs), which provide scholarships, grants-in-aid, and student loans to deserving students.
- The Philippine-California Advanced Research Institutes (PCARI) Project, which aims to enhance the research capabilities of Philippine higher education institutions through collaboration with top universities in California.
