The Council of the European Union, often simply referred to as the Council, is a crucial institution within the European Union (EU) that plays a significant role in the EU's legislative and decision-making processes. It is one of the EU's seven official institutions, as outlined in the Treaty on European Union (TEU) and the Treaty on the Functioning of the European Union (TFEU). 4. Foreign and Security Policy: The Council plays a crucial role in defining and implementing the EU's foreign and security policy, based on guidelines set by the European Council.

5. Conclusion of International Agreements: The Council is responsible for signing agreements between the EU and other countries or international organizations, following negotiations carried out by the European Commission.

Decisions in the Council are made either by qualified majority voting (QMV), simple majority, or unanimity, depending on the policy area. The Treaty of Lisbon introduced a new system of QMV, known as the "double majority" system, which requires the support of 55% of member states, representing at least 65% of the EU's population, for a decision to be adopted.
