Elmira is a city located in Chemung County, New York, United States. It is the principal city of the 'Elmira, New York Metropolitan Statistical Area' which encompasses Chemung County, New York. The city's population was 29,200 at the 2010 census. It is the county seat of Chemung County.

Elmira's history dates back to the 18th century when it was first settled by Europeans. The city was incorporated in 1864. During the American Civil War, Elmira was a major center for the Union Army, with a large prisoner of war camp for Confederate soldiers.

Elmira is located in the south-central part of New York State, near the Pennsylvania border. The city is situated along the Chemung River, which flows eastward through the city.
