Framework Agreement

A Framework Agreement is a type of contract commonly used in the fields of public procurement, construction, and international trade. It sets out terms and conditions under which specific purchases (call-offs) can be made throughout the term of the agreement. Framework Agreements are instrumental in streamlining the procurement process, ensuring compliance with regulations, and achieving cost savings through economies of scale.

Framework Agreements are binding agreements between one or more procurement entities and one or more suppliers. The purpose of these agreements is to establish the terms governing contracts to be awarded during a given period, particularly with regard to price and, where appropriate, the quantity envisaged. They do not entail an obligation for the procurement entity to purchase, but when needs arise, the entity can quickly call off the services or goods from suppliers under the framework, subject to the agreed terms.
