Franklin County is a county located in the northeastern part of the U.S. state of Texas. As of the 2010 census, its population was 10,605. The county seat is Mount Vernon. The county was created in 1875 and organized the next year. It is named for Benjamin C. Franklin, one of the signers of the Texas Declaration of Independence.
