These deaths were attributed to the inappropriate use of opioid drugs and the failure of relevant authorities to detect and address the issue in a timely manner.

History

The scandal came to light in August 1998 when the family of Gladys Richards, who had been admitted to the hospital for rehabilitation after a hip operation, raised concerns about her treatment. Over the next three years, more families of deceased patients came forward with similar concerns. Despite multiple investigations, including those conducted by the police, the General Medical Council, and the Council for Healthcare Regulatory Excellence, many questions remained unanswered for the affected families.

In response to the ongoing concerns, the then health minister, Norman Lamb, established the Gosport Independent Panel in July 2014. Led by Bishop James Jones, the panel was tasked with conducting an independent inquiry into the matter.

After four years of investigation and at a cost of £14 million, the Gosport Independent Panel published its report on 20 June 2018. The report revealed that 456 deaths in the 1990s were a result of the inappropriate administration of opioid drugs. Bishop James Jones, in the report's introduction, described a "disregard for human life" and a culture of shortening patients' lives through the prescription and administration of dangerous doses of medication that were not clinically justified.

The report also highlighted the consistent failure of those in authority to address the concerns raised by patients' relatives regarding patient safety and the appropriateness of care.

It is believed that the actual number of victims may be higher, potentially reaching up to 650 when accounting for similar cases with missing records.
