He Luli (Chinese: 何鲁丽; 7 June 1934 – 19 March 2022) was a prominent Chinese politician and physician. She served as the Vice Chairperson of the Standing Committee of the National People's Congress from 1998 to 2003. He Luli was also a respected physician, having contributed significantly to the field of medicine in China.

He Luli was born in Hong Kong on 7 June 1934. She was the daughter of He Siyuan, a notable Chinese politician. Her family moved to mainland China, where she pursued her education. He Luli attended the prestigious Peking University, where she studied medicine and graduated with a degree in 1956.
