The House of Representatives (Dutch: Tweede Kamer der Staten-Generaal) is the lower house of the States General of the Netherlands. It plays a crucial role in the Dutch political system, being responsible for scrutinizing the government, proposing legislation, and representing the Dutch people.

History[edit | edit source]

The House of Representatives was established in 1815, following the unification of the Northern and Southern Netherlands. Initially, it was part of a bicameral system under the Constitution of the Netherlands, which was heavily influenced by the French model. Over the years, the House has evolved, particularly with the introduction of universal suffrage in 1917, which significantly expanded its democratic legitimacy.

Composition[edit | edit source]

The House of Representatives consists of 150 members who are elected every four years through a system of party-list proportional representation. This system ensures that the distribution of seats closely matches the percentage of votes each party receives in the national elections. The members of the House are known as "Kamerleden."

Functions[edit | edit source]

The House of Representatives has several key functions:

Legislative Function[edit | edit source]

The House initiates and debates legislation. While both the House and the Senate must approve a bill for it to become law, the House is the primary chamber for proposing and amending legislation.

Scrutiny and Oversight[edit | edit source]

The House exercises oversight over the executive branch. It has the power to question ministers, conduct inquiries, and hold debates on government policy. This function is crucial for maintaining transparency and accountability in the Dutch government.

Representation[edit | edit source]

As the directly elected chamber, the House represents the Dutch electorate. Members of the House engage with their constituents and bring their concerns to the national stage.

Procedure[edit | edit source]

The House operates under a set of rules known as the "Reglement van Orde." Sessions are presided over by the Speaker, who is elected by the members of the House. The Speaker's role is to maintain order during debates and ensure that the rules are followed.

Elections[edit | edit source]

Elections for the House of Representatives are held every four years, unless the government falls and early elections are called. The elections use a system of open list proportional representation, allowing voters to express preferences for individual candidates within party lists.

Current Composition[edit | edit source]

As of the latest election, the House is composed of members from various political parties, reflecting the multiparty nature of Dutch politics. The largest parties include the People's Party for Freedom and Democracy (VVD), Democrats 66 (D66), and the Party for Freedom (PVV).
