Luhansk People's Republic

Luhansk People's Republic (LPR) is a self-proclaimed state in the eastern part of Ukraine, primarily in the Luhansk Oblast. It declared independence from Ukraine in April 2014, amidst the Ukraine crisis following the Euromaidan protests and the subsequent annexation of Crimea by Russia. The LPR, along with the Donetsk People's Republic (DPR), is located in the Donbas region, which has been a focal point of the War in Donbas, part of the wider Russo-Ukrainian War.

The Luhansk People's Republic was proclaimed on April 27, 2014, by a group of pro-Russian and anti-government protesters. This declaration came shortly after similar moves in the Donetsk region, leading to the establishment of the DPR. The formation of the LPR was a direct response to the political upheaval in Ukraine and the ousting of President Viktor Yanukovych, which was perceived by many in the eastern regions as a coup. The LPR's establishment was followed by a referendum on May 11, 2014, which the LPR authorities claimed resulted in a vast majority supporting independence from Ukraine. However, this referendum was not recognized by Ukraine or the international community.

The Luhansk People's Republic encompasses most of the Luhansk Oblast of Ukraine, bordering Russia to the east. The region is characterized by a mix of urban areas, including the city of Luhansk, the republic's capital, and rural zones, with significant industrial facilities, particularly in coal mining and heavy industry.
Politics[edit | edit source]
The political system of the LPR is proclaimed to be a presidential republic, with Leonid Pasechnik serving as the head of state since November 2017. The LPR has its own governmental institutions, including a People's Council as the legislative body. However, its sovereignty is not recognized by Ukraine or the international community, with the exception of a few entities. The region's political status remains highly contentious, contributing to ongoing conflict and instability in the area.

The LPR has its own military force, known as the People's Militia, which has been involved in the conflict against Ukrainian government forces. The LPR and DPR forces are often supported by Russia, according to Ukraine and Western countries, though Russia denies direct involvement.

The economy of the LPR is heavily affected by the ongoing conflict, with significant damage to infrastructure and a decline in industrial output. The region is reliant on cross-border trade with Russia and humanitarian aid. The economic situation is further complicated by sanctions and the lack of international recognition.
International Relations[edit | edit source]
The LPR is not recognized as a sovereign state by the United Nations or any major international entity. Its declaration of independence and subsequent actions have been condemned by the international community, which supports Ukraine's territorial integrity. The LPR has received recognition only from other non-recognized entities, such as the DPR and South Ossetia.
Human Rights[edit | edit source]
Reports from international organizations, such as the United Nations, have highlighted numerous human rights abuses in the LPR, including arbitrary detentions, torture, and restrictions on freedom of expression and assembly. The conflict has led to significant civilian casualties and displacement.
