The National Adaptation Programme of Action (NAPA) is a type of policy framework developed by Least Developed Countries (LDCs) under the guidance of the United Nations Framework Convention on Climate Change (UNFCCC). The primary goal of NAPAs is to identify and prioritize the urgent and immediate needs of a country to adapt to the adverse effects of climate change, with a particular focus on protecting the most vulnerable communities.

The concept of NAPAs was introduced in response to the specific needs of LDCs during the 7th Conference of Parties (COP7) to the UNFCCC in 2001. Recognizing that LDCs are especially vulnerable to the impacts of climate change due to limited adaptive capacity and widespread poverty, the NAPA initiative aims to facilitate the immediate implementation of priority projects and policies.

The process of developing a NAPA is participatory and country-driven, ensuring that it reflects the concerns and priorities of the nation, particularly those of local communities. Each NAPA follows a structured approach:
- Synthesis of available information on climate change and its effects
- Participatory assessment of vulnerability to climate change
- Identification of key adaptation measures
- Prioritization of adaptation actions
- Formulation of project proposals for funding
Once a NAPA is completed, countries seek funding primarily through the Global Environment Facility (GEF), specifically through the Least Developed Countries Fund (LDCF), to implement the prioritized projects.
Challenges and Critiques[edit | edit source]
While NAPAs are crucial for addressing immediate adaptation needs, they face several challenges:
- Limited funding and resources to implement prioritized projects
- Need for continuous updating to reflect changing climate conditions and new scientific knowledge
- Integration of adaptation into national development planning
Critics also argue that the focus on short-term projects may overlook the need for long-term adaptation strategies.

- Bangladesh has focused on enhancing coastal resilience against flooding and storms.
- Ethiopia has prioritized projects related to sustainable agriculture to combat drought conditions.
