Robert D. Lenhard was born in the United States. He earned his undergraduate degree from Johns Hopkins University and later received his Juris Doctor from UCLA School of Law.

In 2006, Lenhard was appointed as a commissioner of the Federal Election Commission by President George W. Bush. He served in this role until 2008. During his tenure, Lenhard was involved in several key decisions regarding campaign finance laws and regulations.
