It was established on June 15, 1999, by the Liberty Times Group, which publishes the Chinese-language Liberty Times - the newspaper with the highest circulation in Taiwan. The Taipei Times is the group's English-language paper and is aimed at foreigners and English-speaking Taiwanese.
