It was founded by the Rodríguez Orejuela brothers, Gilberto Rodríguez Orejuela and Miguel Rodríguez Orejuela, along with José Santacruz Londoño. Unlike the Medellín Cartel, which was known for its violent tactics, the Cali Cartel preferred a more subtle approach, using bribery and corruption to achieve its goals.

By the late 1990s, the cartel had been effectively dismantled, although remnants of its network continued to operate.
