Charles-Aimé Kirkland was born in 1896 in Montreal, Quebec. He pursued his education in Montreal, attending local schools before enrolling at the Université de Montréal, where he studied law. After completing his education, he was admitted to the Bar of Quebec and began practicing as a lawyer.

Kirkland's political career began in earnest when he was elected to the Legislative Assembly of Quebec as a member of the Quebec Liberal Party in 1939. He represented the electoral district of Jacques-Cartier.

During his tenure, Kirkland held several key ministerial positions. He was appointed as the Minister of Roads in 1944, a role in which he oversaw the development and maintenance of Quebec's road infrastructure.
