Debra Haffner was born in New York City. She earned her undergraduate degree from Wesleyan University and later received a Master of Public Health (MPH) from the Yale School of Public Health. Haffner also holds a Master of Divinity (MDiv) from Union Theological Seminary.

Haffner began her career in public health, focusing on sexual health and education. She served as the President and CEO of the Sexuality Information and Education Council of the United States (SIECUS), where she worked to promote comprehensive sexuality education in schools and communities.
