Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) is a federal executive body responsible for the supervision of consumer rights protection and human well-being in the Russian Federation. Its activities include the regulation of sanitary and epidemiological welfare, the quality and safety of food products and cosmetics, and the protection of consumer rights. The Federal Service for the Oversight of Consumer Protection and Welfare was established as a separate entity by a Presidential Decree in 2004, succeeding from its predecessor organizations that had existed in various forms since the Soviet era. The agency is headed by a Chief State Sanitary Doctor of the Russian Federation, who is appointed by the President of the Russian Federation. Rospotrebnadzor is known for its active role in addressing public health crises, such as the COVID-19 pandemic, where it was involved in implementing quarantine measures, conducting mass testing, and overseeing the development and distribution of vaccines. The agency also regularly conducts inspections of food establishments, markets, and production facilities to ensure compliance with health and safety standards.

The agency has been involved in several controversies, particularly regarding its decisions on banning imports of certain food products from countries with which Russia has had political tensions. Critics argue that some of these bans were more politically motivated than based on actual health or safety concerns.
