- Lubbock County is located in the U.S. state of Texas. As of the 2010 census, its population was 278,831. Its county seat is Lubbock, which is also the home of Texas Tech University. The county is named for Thomas Saltus Lubbock, a Confederate colonel and Texas Ranger (early frontier law enforcement officer).
