MNsure is the health insurance marketplace for the U.S. state of Minnesota. Established in accordance with the Patient Protection and Affordable Care Act (ACA), MNsure provides a platform for individuals and small businesses to compare and purchase health insurance plans. The marketplace is designed to facilitate the purchase of health insurance in a way that is accessible and affordable for Minnesotans.

MNsure was created following the passage of the Affordable Care Act in 2010, which mandated the establishment of health insurance exchanges in each state. Minnesota opted to create its own state-based exchange rather than using the federal marketplace, HealthCare.gov. MNsure was officially launched on October 1, 2013.
Structure and Function[edit | edit source]
MNsure operates as a public–private partnership, governed by a board of directors appointed by the Governor of Minnesota. The marketplace is responsible for certifying health plans that meet ACA requirements, providing a platform for enrollment, and offering assistance to consumers through a call center and in-person navigators.
Enrollment[edit | edit source]
MNsure offers an annual open enrollment period during which individuals can sign up for health insurance plans. Outside of this period, enrollment is limited to those who qualify for a special enrollment period due to life events such as marriage, birth of a child, or loss of other health coverage.
Financial Assistance[edit | edit source]
Through MNsure, eligible Minnesotans can access financial assistance in the form of premium tax credits and cost-sharing reductions to help lower the cost of health insurance. These subsidies are based on income and family size.
Impact[edit | edit source]
Since its inception, MNsure has played a significant role in reducing the number of uninsured individuals in Minnesota. The marketplace has facilitated access to health insurance for thousands of residents, contributing to Minnesota's reputation as a state with one of the lowest uninsured rates in the country.
Challenges[edit | edit source]
MNsure faced several challenges during its initial rollout, including technical issues with the website and difficulties in processing applications. These challenges led to criticism and calls for improvements in the system. Over time, MNsure has worked to address these issues and improve the user experience.
