The Ministry of Healthcare of Azerbaijan was established following the independence of Azerbaijan from the Soviet Union in 1991. It succeeded the Soviet-era health institutions, inheriting a healthcare system that was primarily focused on hospital care and specialist services. Since its establishment, the ministry has been working towards reforming the healthcare system to meet the changing needs of the population, including the transition towards primary healthcare, the introduction of health insurance, and the improvement of healthcare infrastructure.

  • Managing state-owned healthcare facilities and overseeing private healthcare providers
  • Coordinating international cooperation in the field of health, including with the World Health Organization and other international bodies

Structure[edit | edit source]

The ministry is structured into several departments and agencies, each responsible for different aspects of healthcare management, including public health, medical education, healthcare financing, and pharmaceutical regulation.

Challenges and Reforms[edit | edit source]

The healthcare system in Azerbaijan faces several challenges, including disparities in healthcare access and quality between urban and rural areas, the need for modernization of healthcare infrastructure, and the burden of non-communicable diseases. In response, the Ministry of Healthcare has been implementing reforms aimed at improving healthcare delivery, including the introduction of health insurance schemes, the promotion of primary healthcare, and the enhancement of healthcare workforce training and development.
