The National Organization for the Reform of Marijuana Laws (NORML) is an American non-profit organization founded in 1970 by Keith Stroup. The organization is based in Washington, D.C. and advocates for the legalization and decriminalization of cannabis in the United States.

NORML was established in 1970 with the goal of reforming marijuana laws in the United States. The organization was founded by Keith Stroup, a public interest lawyer who was inspired by the success of the consumer rights movement led by Ralph Nader. NORML's early efforts focused on lobbying for the decriminalization of marijuana possession and use.

The mission of NORML is to move public opinion sufficiently to achieve the legalization of non-medical marijuana in the United States so that the responsible use of cannabis by adults is no longer subject to penalty.
