Public Administration is the implementation of government policy and an academic discipline that studies this implementation and prepares civil servants for working in the public service. As a "field of inquiry" with a diverse scope, its fundamental goal is to advance management and policies so that government can function. Some of the various definitions which have been offered for the term include the management of public programs, the translation of politics into the reality that citizens see every day, and the study of government decision making, the analysis of the policies themselves, the various inputs that have produced them, and the inputs necessary to produce alternative policies.

Public Administration has ancient origins. In antiquity, the Pharaohs of Egypt, Emperors of Rome, and the Chinese dynasties had systems of governance and administration that enabled them to manage public resources and affairs. However, the modern concept of public administration can be traced back to the 19th century with the publication of "The Study of Administration" in 1887 by Woodrow Wilson, which is often considered the beginning of public administration as a specific field of study.

During the 20th century, public administration became a distinct academic discipline characterized by its application to the governance of states and municipalities. The field has grown to include a variety of sub-disciplines and specializations, reflecting the increasing complexity of public governance.

Public Administration borrows theories from a range of other disciplines including economics, political science, and sociology. Key theoretical frameworks include:

  • Bureaucracy - Developed by Max Weber, this theory posits that organized administrative structures are necessary for large scale societal governance.
  • New Public Management - This theory emerged in the late 20th century and advocates for the efficiency of private sector practices in public service management.
  • Public Choice Theory - This approach views public administration through the lens of economics, emphasizing the role of individual decision-making within public sectors.
