Elliot's political career began when he was elected as a Member of Parliament (MP) for the Scottish Unionist Party in 1918. He held various ministerial positions, including Minister of Health and Secretary of State for Scotland. Elliot was known for his advocacy of social welfare programs and healthcare reforms, reflecting his medical background.

During his tenure as Minister of Health, Elliot played a key role in shaping healthcare policies and improving public health services in the United Kingdom. His efforts contributed to the establishment of the National Health Service (NHS) in 1948, a landmark achievement in the history of healthcare in the UK.
