William F. McCombs was born in Hamburg, Arkansas, and later attended Princeton University, where he first met Woodrow Wilson, who was a faculty member at the time. After completing his undergraduate studies, McCombs went on to study law at Harvard Law School, graduating with his degree in law.

After completing his education, McCombs practiced law in New York City. His involvement in politics began with his active participation in the Democratic Party, where he quickly rose through the ranks due to his sharp legal mind and networking skills.

McCombs played a crucial role in Woodrow Wilson's 1912 presidential campaign. Initially, he worked as Wilson's campaign manager and was later appointed as the chairman of the Democratic National Committee.
