Donald C. Pogue was born in New Haven, Connecticut. He earned his Bachelor of Arts degree from Dartmouth College and later received his Juris Doctor from Yale Law School. Additionally, he obtained a Master of Arts in Philosophy from the University of Essex in England.

Before his judicial appointment, Pogue had a diverse legal career. He worked in private practice and served as the Chairman of the Connecticut Commission on Hospitals and Health Care. He also held the position of Deputy General Counsel for the United States Department of Health and Human Services.

Pogue was appointed to the United States Court of International Trade by President Bill Clinton in 1995. He served as a judge on the court until his retirement. In 2010, he was appointed as the Chief Judge of the court, a position he held until 2014.
