Frank Luntz was born in West Hartford, Connecticut, to a Jewish family. He attended Hall High School and later went on to earn a Bachelor of Arts degree in history and political science from the University of Pennsylvania. He received a Doctorate in Politics from Oxford University, where he was a Thouron Scholar.

Luntz began his career in the 1990s, working as a pollster and consultant for various political campaigns. He gained prominence for his work with the Republican Party, particularly during the 1994 Congressional elections, where he helped craft the "Contract with America."
