- Hubbard County is a county located in the U.S. state of Minnesota. As of the 2020 census, the population was 21,491. Its county seat is Park Rapids. The county was formed on February 26, 1883, and named for Lucius Frederick Hubbard, ninth Governor of Minnesota.
