José E. Serrano
José Enrique Serrano (born October 24, 1943) is a retired American politician who served as the U.S. Representative for New York's 15th congressional district from 1990 to 2021. He is a member of the Democratic Party.
Early life and education[edit | edit source]
Serrano was born in Mayagüez, Puerto Rico. He moved to The Bronx, New York City with his family when he was young. He attended Grace Dodge Vocational High School and later served in the United States Army.
Political career[edit | edit source]
New York State Assembly[edit | edit source]
Serrano began his political career in the New York State Assembly, where he served from 1975 to 1990. During his tenure, he focused on issues such as housing, education, and healthcare.
U.S. House of Representatives[edit | edit source]
Serrano was elected to the United States House of Representatives in a special election in 1990, succeeding Robert García. He represented New York's 15th congressional district, which includes much of the South Bronx. Serrano was known for his advocacy on behalf of Puerto Rican and Latino communities, as well as his work on environmental justice and economic development.
Committee assignments[edit | edit source]
During his time in Congress, Serrano served on several key committees, including the House Appropriations Committee. He was the chair of the Subcommittee on Financial Services and General Government and a member of the Subcommittee on Commerce, Justice, Science, and Related Agencies.
Legislative achievements[edit | edit source]
Serrano was instrumental in securing federal funding for various projects in his district, including improvements to public housing and local infrastructure. He also championed legislation aimed at protecting the environment and promoting social justice.
Retirement[edit | edit source]
Serrano announced his retirement in 2019, citing health concerns. He did not seek re-election in 2020, and his term ended on January 3, 2021. He was succeeded by Ritchie Torres.

Serrano is married and has four children. He resides in The Bronx.
