Kerry Prendergast was born in Christchurch, New Zealand. She attended Christchurch Girls' High School and later pursued a career in nursing. Prendergast completed her nursing training at Wellington Hospital and subsequently earned a Bachelor of Arts in Nursing Studies from Massey University.

Prendergast began her political career as a member of the Wellington City Council in 1986. She served as a councillor until 2001, when she was elected as the Mayor of Wellington. During her tenure as mayor, Prendergast focused on urban development, environmental sustainability, and improving public transportation.
