New York City Council is the legislative branch of the government of New York City, consisting of 51 members from 51 different council districts throughout the five boroughs of the city. The council serves as a check against the mayor and has a variety of responsibilities, including passing local laws, reviewing and modifying the city's budget, and overseeing city agencies.

The New York City Council was established in its current form in 1989, following a Supreme Court ruling that declared the previous system unconstitutional due to its violation of the one person, one vote principle. Prior to this, the city's legislative body was the Board of Estimate, which had disproportionate representation from the boroughs. The establishment of the current City Council aimed to create a more equitable system of representation.

The council is headed by the Speaker, who is elected by the council members. The Speaker is second in line to succeed the Mayor of New York City in the event of a vacancy.
