Richard Allen Raymond is an American public health official who served as the Under Secretary of Agriculture for Food Safety at the United States Department of Agriculture (USDA) from 2005 to 2008. In this role, he was responsible for overseeing the policies and programs of the Food Safety and Inspection Service (FSIS), the public health agency in the USDA responsible for ensuring that the nation's commercial supply of meat, poultry, and egg products is safe, wholesome, and correctly labeled and packaged.

Richard Allen Raymond was born in Nebraska. He earned his medical degree from the University of Nebraska Medical Center and completed his residency in family medicine at the University of Nebraska Medical Center.

He served as the Chief Medical Officer for the state of Nebraska and was the Director of the Nebraska Department of Health and Human Services.
