Ramsey County is a county located in the U.S. state of North Dakota. As of the 2020 census, the population was 11,481. Its county seat is Devils Lake. The county was created by the 1872-73 territorial legislature and named for Alexander Ramsey, a U.S. Senator from Minnesota.
