  • Emanuel County is a county located in the U.S. state of Georgia. As of the 2010 census, the population was 22,598. The county seat is Swainsboro. The county was created on December 10, 1812, by an act of the Georgia General Assembly from land originally in parts of Bulloch and Montgomery counties. Emanuel County is named in honor of former Georgia Governor David Emanuel.
