Paulo Campos was born on July 27, 1921, in Dasmariñas, Cavite, Philippines. He pursued his medical education at the University of the Philippines College of Medicine, where he graduated with a degree in Doctor of Medicine. He furthered his studies in the United States, specializing in radiology and nuclear medicine.

Campos returned to the Philippines and became a pivotal figure in the development of medical education and research in the country. He established the first radioisotope laboratory in the Philippines at the University of the Philippines, which was a significant milestone in the field of nuclear medicine.
