California Proposition 56, also known as the Cigarette Tax Increase Initiative, was a California ballot proposition that appeared on the November 8, 2016 general election ballot. The measure was approved by voters.
Overview[edit | edit source]
Proposition 56 proposed to increase the tax on cigarettes by $2.00 per pack, with equivalent increases on other tobacco products and electronic cigarettes containing nicotine. The revenue generated from this tax was intended to fund healthcare, tobacco use prevention, research, and law enforcement.
Background[edit | edit source]
Prior to Proposition 56, the state of California had not increased its cigarette tax since 1998. The existing tax was $0.87 per pack, which was lower than the national average. The proposition aimed to reduce tobacco consumption and address the health costs associated with smoking.
Support and Opposition[edit | edit source]
Support[edit | edit source]
Supporters of Proposition 56 included various health organizations, such as the American Cancer Society, the American Heart Association, and the American Lung Association. They argued that the tax increase would discourage smoking, particularly among youth, and provide necessary funding for healthcare services.
Opposition[edit | edit source]
Opponents included tobacco companies and some taxpayer associations. They contended that the tax would disproportionately affect low-income individuals and could lead to a black market for cigarettes. They also argued that the revenue might not be used efficiently.
Fiscal Impact[edit | edit source]
The Legislative Analyst's Office estimated that the tax increase would generate over $1 billion annually. The funds were earmarked for specific purposes, including Medi-Cal, tobacco prevention programs, and medical research.
Results[edit | edit source]
Proposition 56 was approved by a significant margin, with approximately 64.4% voting in favor and 35.6% voting against.
