Frank A. Yocum was born in Philadelphia, Pennsylvania. He attended University of Pennsylvania where he earned his undergraduate degree in biology. He later attended the Perelman School of Medicine at the University of Pennsylvania, where he received his M.D. degree in 1925.

After completing his medical degree, Yocum began his residency at the Hospital of the University of Pennsylvania. He later joined the faculty at the same institution, where he worked as a professor of cardiology. During his tenure, he conducted extensive research on electrocardiography (ECG) and was instrumental in the development of early ECG machines.

Yocum published numerous papers on the diagnosis and treatment of coronary artery disease and congestive heart failure. His work helped to establish the foundation for modern cardiac care.

One of Yocum's most significant contributions was his research on the use of beta-blockers in the treatment of hypertension and angina pectoris.
