  1. Heat the olive oil in a large pot over medium heat. Add the onion and garlic and cook until soft.
  2. Add the tomatoes, fish stock, white wine, saffron, salt, and pepper. Bring to a boil, then reduce heat and simmer for 20 minutes.
  3. Add the fish, shrimp, and mussels to the pot. Cover and cook for 10 minutes, or until the seafood is cooked through.
  4. While the soup is cooking, make the saffron aioli. In a small bowl, combine the mayonnaise, garlic, saffron and its soaking water, and salt. Stir until well combined.
  5. Serve the bouillabaisse hot, topped with a dollop of saffron aioli.
