- Marinade: Combine ingredients in a medium bowl. Add beef and stir to coat. Let stand for 10 minutes,.
- Beef: Place a stir-fry pan over high heat until hot. Add oil, swirling to coat sides.
- Add shallot and chili; cook. stirring until fragrant, about 20 seconds. Add beef and stir-fry until barely pink in center, about 3 to 4 minutes.
- Remove pan from heat and stir in basil leaves.
- Serve immediately.
